What is declared

A declaration of interests, which since 1 May 2016 includes all income earned by the official from all sources, not only income from the office. The minimum benefit threshold for declaration was set at the highest salary rate of higher state servants.2

Public access

The Riigikogu said that since 2016 all income earned by a person becomes public in the declarations of interests of officials. Declarations of the heads of the Internal Security Service and the Foreign Intelligence Service are submitted but are not public. The Estonian Tax and Customs Board says the public will continue to have access to submitted declarations of interests through its e-services environment.2,3

Where to find declarations

Declarations are submitted to the register of declarations of interests kept with the Estonian Tax and Customs Board. The Board says the public can view them in its e-MTA e-services environment, and from 1 July 2026 the register is accessed through the state portal eesti.ee.1
